Proof of Residency
The parent or guardian must present proof of residency at the time of enrollment and on an annual basis thereafter, as required by law.
Acceptable documentation that may be used to verify residency include:
- A current lease agreement or mortgage statement;
- The most recent tax receipt indicating home ownership; or
- A current utility bill (electric, gas, or water bill from the past month).
These documents must be in the name of the parent or guardian.
Verification of Residency Information
The District will investigate stated residency as necessary. In accordance with law, the District may make reasonable inquiries to determine whether the student is a resident of the District, including when a document submitted for purposes of proving residency is not in the name of the adult who is enrolling the student. Based on an individual’s circumstance, the District may grant exceptions to the requirement to produce a document listed above. When required by law, the District will waive the requirement to prove residency in the District boundaries. [See Board Policy FD(LEGAL) and FD(LOCAL)]

In the event a parent or guardian is unable to provide a proof of residency in their own name, they may be able to establish residency by completing one of the affidavit options below. If you have questions or need assistance, please contact the campus registrar.
DISD Statement of Residency
DISD Statement of Residency (Espanol)
For a parent or guardian who does not have the required proof of residency in their name due to living with another family will need to complete a Statement of Residency. The adult resident with whom the family resides must also provide proof of residency in the same manner as a parent and complete the Statement of Residency.
A copy of the following documents are required upon submitting this completed notarized application to Dickinson ISD Administration Building, 2218 FM 517 East, Dickinson, Texas 77539:
- Resident’s Government Issued Photo ID.
- Current Utility Bill showing service address -Gas, Water or Electric (Disconnect Notices will not be accepted.).
- Current Lease, Mortgage Statement, or Property Tax statement showing property address.
DISD Grandparent Affidavit
This affidavit is intended for students 8th grade and under
For a nonresident student whose grandparent resides in Dickinson ISD and provides a substantial amount of before/after-school care, must complete the Grandparent Affidavit. The grandparent must provide proof of residency in the same manner as a parent and complete the Grandparent Affidavit.
A copy of the following documents are required upon submitting this completed notarized application to Dickinson ISD Administration Building, 2218 FM 517 East, Dickinson, Texas 77539:
- Parent’s Government Issued Photo I.D.
- Parent's Current Utility Bill showing service address (Gas, Water, or Electric – Disconnect Notices will not be accepted).
- Student’s Birth Certificate or legal documentation proving guardianship.
- Grandparent's Government Issued Photo I.D.
- Grandparent's Current Utility Bill showing service address (Gas, Water, or Electric – Disconnect Notices will not be accepted).
- Grandparent's Current Lease or Mortgage Statement or Property Tax statement showing property address.
DISD Power of Attorney
For a student living separate and apart from his or her parent or guardian, must complete the Power of Attorney. The adult resident with whom the student resides must provide proof of residency in the same manner as a parent and complete the Power of Attorney.
*The parent is giving education rights to a Dickinson ISD Resident due to the student. This agreement does not take away from the parental rights in any way, but only grants educational rights to the Dickinson ISD Resident.

- Parent’s Government Issued Photo I.D.
- Student’s Birth Certificate or legal documentation proving guardianship.
- Resident’s Government Issued Photo I.D.
- Resident's Current Utility Bill showing service address (Gas, Water, or Electric – Disconnect Notices will not be accepted)
- Resident's Current Lease or Mortgage Statement or Property Tax statement showing property address. If an apartment lease, the student must be listed on the lease. If not, the resident must provide a notarized statement explaining the situation.
